Utec app and Google Home work great. Alexa can turn on/off dimmer switch ok. However Alexa can not set a specific brightness level. What am I doing wrong?

Utec app and Google Home work great. Alexa can turn on/off dimmer switch ok. However Alexa can not set a specific brightness level. What am I doing wrong?
Further, Alexa sees the percentage set correctly by other means, but attempting to change it reports “Device is unresponsive” and brightness doesn’t change.
